Nowadays the environmental pollution and the energy crisis are the most important problems what have to be resolved of the development and survival of human. Now more and more attention which the countries pay to the wind resources has already proved this reality. The developing of wind turbine control system is rapidly. And more people pay attention to the monitor and management system. With C++Builder as a tool, this paper put forward the monitoring and management system of the Wind Farm Network. We set up the hardware and software experimental system of wind-power monitor and management system based on DPS and PC. On this system, we have achieved the monitor and management functional probably.First of all, this paper simply described the wind power theory, and introduced the basic constitutes, the working principle and the main function of the wind power monitoring and management system. According to the control needs of the system, it chose the controller of DSP as the lower computer of the wind energy generation monitor and management. This paper focused on the introduction of the main features of TMS320F2812 processor. It designed the circuit board what is based on TMS320F2812 processor. Meanwhile, it finished the part of software design used by CCS3.3.Secondly, this paper expatiated the serial communication of PC and DSP. According to the system, it designed the protocol of the serial communication. The third, according to the demand of the monitoring system and the principle of wind turbine generator, design the man-machine interface of upper computer based on C++Builder. Include the system startup interface, real-time monitoring, history record, and faults record interface. The monitoring and management system monitored the wind turbine, for examples, It can monitored the running data of the three-phase current and voltage of the generators; the gearbox and pitch angle control system of wind wheel. Meanwhile the real-time data can display in the monitoring system interface at one time, and storage them by diagrammatic and chart form, convenient to use for inquiry. Finally, we achieved the serial communication of the PC and DSP on the experimental system which was created in the laboratory. After the simulation debugging, we can get friendly man-machine interface from the PC. The experimental system can run well. And we achieved the purpose of the data monitoring and management.
