In recent years, although the quality of commercial housing projects has been improved annually, the quality of the project is one of the major problems that are still plaguing commercial housing construction units.The aims of quality surveillance of the construction project include: macroscopically to regulate quality-related behaviors of the construction market, guide the conduct bodies forward to the market economy with Chinese characteristics, continuously deepen internal reforms, open the market, and establish a good market environment; microscopically to implement engineering supervision, coordinate all parties of the construction projects from the government's stand, ensure the healthy development of the construction, and finally safeguard the interests of consumers.The Jilin Construction Quality Supervision Station of Petrochina (hereafter referred to as Jilin Construction Quality Supervision Station) is subordinate to The Petrochina Construction Quality Supervision Station. It is a law enforcement department responsible for quality supervision over all engineering within the areas under Jilin oilfield's jurisdiction, such as Petroleum engineering, Housing projects, telecommunication engineering, and road and bridge projects etc.. Binjiang housing project belongs to its monitoring scope. Jilin Construction Quality Supervision Station is professionally attached to Petrochina Construction Quality Supervision Station, and administerially obeys Jilin Oilfield Company. In other words, it is under the management of The Petrochina Construction Quality Supervision Station in supervising operation, but is administrated by the regional division of Jilin Oilfield Company in personnel, labor relations, and party-masses relationship etc.. To some extent, the deficiencies of Personnel dependence and finance dependence restrict the normal supervising functions of The Quality Supervision Station. How to play an effective supervision over the projects is a question Jilin Construction Quality Supervision Station has been thinking of all the time.According to the past experiences, Jilin Construction Quality Supervision Station has further consummated the quality surveillance plan for Binjiang housing project, and in practice adjusts the scheme under actual situations, in order to accumulate experiences for better executing the supervising function and provide some references for the quality supervision over large-scale housing projects.The contents of this thesis include:Firstly, summarized the application status of relevant researches to housing project quality supervision on the basis of a massive literature reading;Secondly, introduced the current situation of construction project quality surveillance of Jilin Oilfield Company, and the surveillance status and the organizational structure of Jilin Construction Quality Supervision Station;Thirdly, worked out a plan for the Binjiang Housing Engineering quality supervision, based on the analysis of the present situation of BinJiang Housing Engineering construction;Lastly, implemented this plan in the actual process of BinJiang Housing Engineering construction, made the improvement, and achieved the actual surveillance effect.
