This paper focus on theory, method and model of emergency resource security system and coordination optimization under unconventional emergency. With new ideas and perspectives, transform emergency resource allocation problem under urban unconventional emergency into traffic resource dynamic reallocation problem, construct urban unconventional emergency resource security theory and method system based on traffic resource dynamic reallocation. On the basis of consulting literature, propose new emergency resource security theoretical research ways and methods; from revealing inherent relationship and mechanism among unconventional emergency, emergency resource security, traffic resource dynamic reallocation, explore theory and method of urban unconventional emergency, classification and graduation with traffic resource reallocation angle; according to traffic resource space-time distribution characteristics and traffic flow dynamic evolvement rules, construct traffic resource dynamic reallocation model under urban unconventional emergency.The paper explores inherent relationship and mechanism among unconventional emergency, emergency resource security, traffic resource dynamic reallocation, establishs the corresponding relationship between"event" and "traffic resource", describing event with traffic resource dynamic reallocation..Meanwhile, the paper systematically analyses traffic resource graduation described method and dynamic reallocation standard and pattern, explains its space-time distribution characteristics and traffic flow dynamic evolvement rules, proposes unconventional emergency analysis based on traffic intervention.Based on this, the paper takes life risk, economic losses and traffic influence three aspects as index evaluating unconventional emergency urgent degree, grades unconventional emergency effectively with combining method of fuzzy hierarchical analysis and cluster analysis, obtains emergency boundary based on different intervention types.Finally, the paper proposes traffic intervention principle and strategy aimed at traffic demand management and traffic flow organization management based on different intervention measures of unconventional emergency traffic resource allocation; according to different grade, type and corresponding traffic resource demand, with cell transmission model, constructs single beginning & end point and multi-beginning & end points network rescue capability evaluation model respectively, furthermore, constructs traffic resource dynamic reallocation model under rescue demand and comprehensive demand and realizes solution algorithm, which will provide powerful guarantee for urban emergency disposition under unconventional emergency.
