Along with the development of human beings and the progress of cities, the demand of travel that is concerned by the public becomes more and more important. Due to the unique cold climate characteristics in cold cities, resulting in winter snow and ice, tire-road friction coefficient is greatly reduced, and the friction coefficient between automobile tires and road decreases, vehicle speed seriously decreases, and delay time obviously grow, even that traffic jams and traffic accidents appear frequently. Therefore, public transport will inevitably be the main future transportation, and building BRT will be paid more attention. Bus lane Settings is priority of prophase matting when people construct rapid transit bus. It has been the most direct and efficient way to solve the urban road conditions and traffic unmet needs. In cold city, bus lane Settings becomes the key to ease traffic pressure.Based on the internal and external study of related literature, with the premise of Harbin, choose XinYang way as my observing target. Through the analysis of social vehicles and transit buses run sections of time, moving velocity and intersection of each importing way saturated flow rate, the headway and vehicle start-up time lost as factors, with the increase of snowfall happens, analyze the influence of urban traffic of cold which is raised by ice-snow road. In addition, according to the actual traffic data and optimization plan, I use VISSIM4.0 software to do the traffic simulation. Among them, in a section of the driveway adopt separating ways regulation and the setting method of anchorage to optimize urban traffic capacity of cold city; at intersections adopt methods of the phase signal superimposed and signal timing optimized to improve traffic capacity of each importing way intersection, further ensure bus priority to satisfy people's travel demand maximum.By analyzing and comparing traffic capacity, anchorage transportation capacity and intersection traffic capacity before and after the bus lane road optimized, comprehensively evaluate the traffic capacity of bus lane of cold city in cold weather conditions. And it provides scientific reference for future research about urban public transport system and constructing BRT system perfectly.
