The only way to achieve sustainable development of water resources and solve water shortage is to adopt comprehensive measures,to conduct unified management,unified planning and unified dispatching on river basin and regional water resources,which is based on the strategic perspective of coordinated development among population, resources, environment,economic and society. The implementation of integrated water resources management in our country is extremely important, especially in North and Northwest of China where the water shortage is more urgent. The precondition of integrated management on water resources is scientific and rational planning of water resources. Wu'an is a typical area with serious water shortage and drought in nine years of ten. Wu'an is also a region with relatively fast industrial development, particularly in metallurgical industry,which mainly composed of the steel industry. With the rapid economic development, the contradiction between supply and demand of water resources is growing, water resources situation is very grim. The conditions of rivers and water conservancy projects is more complicated in Wu'an. Studying on integrated water resources planning and management in Wu'an is of representative significance.This paper introduces the research background and significance, makes a comprehensive, detailed description of domestic and international overview of research on water resources planning and management ,of research method, the technical route and the main content, also introduces an overview of Wu'an, including physical geography, water conservancy and socio-economic situation. Then, the water resources of Wu'an is analyzed and evaluated, including the evaluation of precipitation and evaporation, surface and groundwater resources evaluation, calculation of total water resources, surface water quality analysis, groundwater quality analysis, and analysis and calculation of water entry. Then the situation of development and utilization of water resources in 2008 status quo year in the region is analyzed ,by which the development and utilization of water resources problems of the region in status quo level years is found out. With the status quo level as the base year and 2020 for the planning level, the paper predicts water demand,makes a plan on the available water supply, makes two water diversion projects, a multi-objective optimal allocation model of water resources in Wu'an is established and solved, combining with the actual situation, the results of water resources allocation in Wu'an is obtained, then the results is compared and analyzed. The planning of water saving and water conservation in the 2020 planning year in Wu'an is studied and established . Finally, the paper gives some ideas for the establishment of water environment ecological compensation mechanism in Wu'an.Conclusions shows that through the integrated water resources planning and optimal allocation ,it is useful in understanding the relationship between water supply and demand,improving the economic and social benefits, paying more attention to ecological and environmental protection, and is of practical significance for achieving sustainable utilization of water resources and economic and social sustainable development in Wu'an.
