With the rapid development of economy in Fengfeng mining area,the adjustment of industrial structure from traditional heavy industry to high-tech industry,and the transformation of urban landscape ecology and tourism,the structure of water supply and demand of water resources has changed obviously.The ecological water requirement will increase,and the structure of water supply and demand has changed obviously.In this paper,on the basis of sorting out and analyzing the data,the present situation of water resources development and utilization was re-recognized and evaluated.Integrating the idea of “lucid waters and lush mountains are invaluable assets” into water resources planning,this paper put forward the research idea of water resources planning based on ecological idea.Combined with urban development and ecological construction planning,the four-level classification system of ecological water requirement in Fengfeng mining area was established.The surface ecological water requirement of was calculated by the quota method,the lowest monthly flow method in the last 10 years,the evaporation precipitation difference method,the leakage coefficient method and the function method,etc.The underground ecological water requirement was estimated by Visual Modflow numerical simulation software.With the concept of ecological priority,a multi-objective optimal allocation model of water resources considering both socio-economic and eco-environmental water requirement was established,which was solved by Matlab.Finally,the water resources protection plan combining ecological restoration,water saving irrigation,engineering and management measures was put forward.On the one hand,it provides technical support for realizing the green water-green mountain pattern in Fengfeng mining area.On the another hand,it provides reference for the planning and management of water resources in other similar areas.
