With the increasing water crisis all over the world, the sustainable utilization of water resources becomes the inevitable selection. Therefore, with the study objective of water resources composite system, water using quantity of ecological environment, rational water allocation and early warning management are studied. The main contents and conclusions are as following:Firstly, the meaning of water resources composite system is analyzed. Water resources, society, economy and ecological environment are reciprocally coupled in a region, which forms the regional society-economy-ecological environment-water resources composite system, i.e., water resources composite system.Secondly, the mechanism of water resources sustainable utilization is analyzed. The development of regional water resources can be described by the logistic growth model. The water resources using level is increased rapidly in growing period and maturation period of Logistic Equation, which are the sustainable phases.Thirdly, the definition of water using quantity of ecological environment is analyzed. The relationship between vegetable growth and water using quantity in a terrestrial ecosystem can be described by the Bell Curve of Tolerance Law.Fourthly, the soil water should be regarded as a consumer of water requirement. Ecological soil water includes the balance of water quantity, salinity and heat quantity, which is closely related to vegetation growth.Fifthly, according to the state of water quality and water quantity, the carrying capacity of water resources is divided into two conditions, i.e., endurable carrying and unendurable carrying. Consequently two models of water distribution are put forward. At the same time, water quantity and water quality are jointly distributed with the principal of supplying different consumers with corresponding water quality.Sixthly, the early warning management of water resources sustainable utilization is studied. The indicator system is advanced, and the alarming boundary of indicators and the predication method with BP network are analyzed. Based on the Grey Theory, the relevance weight method is advanced.Finally, the theory of rational allocation of water resources and the theory of early warning management are applied to Zhangnan Irrigation Area in Henan.
