With the rapid development of road network, the number of vehicles is increasing fast, leading to heavy burden of road network. Especially during holidays such as Spring Festival, the National Day, the volume of freeways goes up to a very high level, which is even higher than the capacity of freeways. What's more, the high-level volume often last longer time than people expected. Consequently, traffic congestion and frequent traffic incident, followed by various issues on traffic safety, transportation efficiency, air pollution, and also energy consumption is undoubtedly happening on more and more freeways, which people is paying more and more attention to.As is known, assessing freeway network traffic operation considiton and estimating its development tendency lay a foundation for management decision-making and users travel plan, which help realizing the management mode transition from empirical and passive reaction to scientific and initiative control. On the basis of nemorous research works on freeway operation management technology, this paper aims at developing traffic operating situation assessment theory and technology of freeway network which faces multi-level management need, considering the road and traffic characteristic in China.To begin with, the current freeway operation and management character has been analyzed in chapter 2, making it clear the freeway operation management technology need and the aim of assessing traffic operating situation of freeway network. In chaper 3, the freeway network model has been established as a basis of traffic operating situation assessment. Then the static and dynamic attributes of management unit of the network model which is related to traffic operating situation have been studied in chapter 4. On this basis, the systematic assessment index of traffic operating situationof freeway network has been determined in chaper 5, which reflect the character of traffic operating situation in terms of safety, accessibility and efficiency. What'more, the corresponding multi-level assessment model has been studied in this chaper. In chapter 6, based on analyzing the inner driver for traffic situation transition and the transition rule, incidents duration time and spatial influence of incidents on freeway network have been studied. To end up, the research result in this paper has been summarized and the future study direction has been highlight in chapter 7.
