In recent years, traffic problems have been widely focused by various sections of society; have been one of the reasons that restricting the sustainable development of the economy; seriously affected people's daily lives. In the background that the infrastructural construction level lag behind the incensement speed of vehicle in our city, in order to relieve the traffic pressure, we have to focus on the road capacity factor. This paper uses GPS floating cars to collect traffic information in real-time, after process and analyze the information by using GIS-T system, as a result to determine whether congestion occurred in the network. Provide supporting information for the travelers, but also for the traffic control department to provide supplementary basis for decision making.By acquiring information about the GPS floating car basic conception and development status in our country and aboard, pointing out basic method of collecting traffic information. By comparison with fixed collection technology, we decided to use GPS floating car to collect basic traffic information.Original data which was collected by floating cars was processed by pretreatment, including identification of invalid data and filtering processing. After matching with the GIS-T system, determine the floating car position. In order to calculate the road average speed, the paper established a curve fitting model, at first fits a curve based on instantaneous velocity and time, then do integral.Based on the Research status in our country and aboard, we know that there is no precise definition of Traffic State. This paper decides to use One-dimensional fuzzy discrimination method to determine the traffic status. Finally, traffic practice proves that this method can judge the road traffic state accurately.
