A Study On The Planning Of Road Traffic Safety Management Of Wuyishan City

With the rapid economic development of small and medium cities in Fujian Province, traffic congestion and traffic accidents are becoming increasingly serious in recent years and road traffic safety is facing serious challenges, so local public security departments have drawn up the city road traffic safety management plan. However, the results of planning have little effect due to the fact that traditional planning model has been unable to meet demands of modern traffic safety, so it is importantly theoretical and practically significant to research on the planning model so as to obtain road traffic safety planning,which is applied to small and medium urban transportation.The economic development level and the safety management status of urban road traffic in Wuyishan city's are highly representative in small and medium cities in Fujian Province, the urban road traffic safety management plan drawn up in 2004 has been unable to meet the needs of the actual operation, therefore, the conduct plan of traffic safety should be researched systematically, re-establish traffic safety management plan in Wuyishan City, that is,it has importantly practical significance in improving and strengthening road safety in Wuyishan City, preventing and reducing road traffic accidents and protecting people's lives and property, but also has importantly theoretical significance in exploring many generally applicable road traffic safety management plan models of small and medium cities in Fujian Province. Therefore, this article studyies road traffic safety management plan in Wuyishan City, the main contents are as follows:(1)The objectives, duration, scopes and contents of this plan are developed combined with domestic and international road traffic safety management plan and status of traffic safety management in Wuyishan City.(2) The basic theories related to the road traffic safety management plan are put forwad in order to explore and research the basic concepts of road traffic safety management plan, which make a clear description of principles and content of planning.(3) Management of road traffic safety in Wuyishan City should be analysed in-depth through the investigation of distribution of Wuyishan City road, vehicle ownership, the main road traffic, traffic flow and people flow, and then analyzes the existing problem about the road, traffic facilities and traffic management.(4) In-depth statistics features on road traffic accidents in Wuyishan City are qualitatively and quantitatively analysed respectively from the four areas factors affecting road safety research of the people, vehicles, roads and traffic environment in Wuyishan City and in the light of urban road traffic management evaluation index system. (5) Development of traffic safety management in Wuyishan City including traffic safety programs and risk-related sections of the improved near-term remediation plan should be made based on the above study, and long-term planning shoule be put forward for the issues difficult to solve immediately according to the future development trend of road traffic in Wuyishan City.(6) Some security system and policy recommendations are put forward to ensure the smooth implementation of safety management planning in Wuyishan City, and the adjustment of the scrolls road traffic safety management plan in Wuyishan city should be conducted in-depth.
