With the rapid advance of the global economy, marine shipping industry has developed rapidly, the carrying capacity has increased enormously, ships become to large-scale day by day, ship's power increases continuously. The traditional design concepts of "big capacity and high speed" are rooted in people's mind deeply, so the greenhouse gas emission created by ships go from bad to worse also. Above all, the expenditure of energy and emissions force shipping companies to reconsider the direction of ship development.In order to control CO2 emissions from the source of ship design, IMO have proposed the concept and calculation method of ship Energy Efficiency Design Index(EEDI). After some discussions in MEPC meetings, they intend to add the part of ship energy efficiency into MARPOL Annex VI in order to mandatory save energy and reduce emissions.About EEDI itself, this paper has introduced its calculation formula in detail, and explain the significance of the calculation principle and the index. At the same time, the EEDI baseline, as the benchmark of index value, its calculation formula and method are introduced as well. The sensitivity of the EEDI value to various ship elements is obtained by qualitative analysis for future reference.River-to-sea ship can sail both in river and sea as a special ship type, their initial result in current EEDI-performance is obtained by calculation for the first time. At the same time, the advantageous range of ship elements for EEDI can be found for each ship, which is a good reference for future river-to-sea ship designers. Of course, there are many unreasonable terms in the current calculation method for river-to-sea ships, this paper analyzes several of them and sets up the corresponding formula amendments. The formula for river-to-sea ships was submitted for discussion in the shipping industry.EEDI is going to be enforced soon, the proposed means for reduce EEDI and design suggestions for river-to-sea ship provide a reference for the designers. At last, an EEDI calculation program is developed which can be used by ship owners when they making design plan, or by designers making their preliminary design. They can use it to predict the EEDI which enables them to know whether the design can meet the coming mandatory EEDI requirement.
