With the rapid development of global economic integration, the number of the ship is growing, while the ship is developing to the direction of large-scale and high power, the shipping industry is consuming more and more energy. Nowadays the energy and greenhouse gas emissions issues has become increasingly prominent, how to effectively reduce the energy consumption of ships and make effectively control of ship emissions is particularly important, which is also received wide attention including the international maritime organization. So far, laws and regulations have been approved by the European parliament, which focus on shipping greenhouse gas emissions monitoring, reporting, verification. It’s put forward by the European commission, and will take effect on July 1,2015. The carbon emission monitoring and restriction problem on shipping industry attracts extensive attention, especially the international maritime organization.Based on AIS and BDS, this paper propose methods to monitor carbon emission. Second it research the design index, operating index of shipping energy efficiency, and analyze these two index formula. According to EDDI and EEOI definition, with reference to related literature, based on shipping design and management. It also propose measures to reduce carbon emission. Finally this paper analyzes the market-oriented mechanism, which demonstrate how the shipping carbon tax and carbon trading affect the carbon emission. In addition,it suggest our country should learn from USA and EU,try to realize the shipping carbon tax and trading as soon as possible.On the basis of analysis, this paper provides recommendations for ship emissions-limiting method and monitoring tools,in order to make contribution to the energy conservation and emission reduction of shipping industry.
