In order to save social resources and to ensure long-term benefits, the design of transmission line should take into account several factors such as the construction, maintenance and development of it. By defining the cost structure of every links and satisfying the basis of technologies, the design plan of transmission line could be optimized. On the other hand, life-cycle-cost method has been accepted and widely used in industry, project construction and other fields, which could value several related costs during the life cycle of a construction project.Based on the diversity and complexity of the design of transmission line and on the absence of systematic analytic method, we analyse the life cycle cost of a project effectively by using the life-cycle-cost theory and realizing the requirement of security. Furthermore, we resolve the design and optimization problem of transmission line by life-cycle-cost method that could improve the quality of whole project to reach perfect economic benefits, avoiding the short period behaviors and advancing the friendly environment.On the baisis of the study of lots of theoretical books and specific cases and the introduction of the basic theory of life-cycle-cost, we analyse the construction of the life cycle cost of transmission line. Then two main parameters, the design life of transmission line and project fund discount rate, will be reaserched detailedly. At last, by giving the life-cycle-cost prediction model for those main parts of transmission line and providing the life-cycle-cost calculation model of transmission line, this paper proposes a design method for transmission line based on life-cycle-cost theory. The feasibility and effectivity of this design method for the transmission line could be proved by an example.
