With the continued rapid economic and social development, our people's living standards improve, and the demand for water is also increasing. In recent years, under the constant or even decreasing water resource conditions, our environment have being destroyed more and more serious, as a result of our people always pay most attention to the economic benefit our development brings to us. It makes water supply become harder to meet our most cities'needs. Because our society, economics and environment all can't live without water, water allocation not only needs to meet the water demand of society and economics, but also the environment's requirement. Therefore, it becomes a complex and semi-structured strategic decision with multi-layers and multi-objectives rather than a balance between water supply and demand, how to develop the urban water allocation solution. Dalian always suffers the resources type water shortage, even it has developed and utilized more and more non-conventional water resources. To resolve the water resources shortage, the city must get transfer water through water diversion project. Based on the local water resources capacity and the improving utilization of the non-conventional water resources, this paper took transfer water right rational allocation as the sticking point of the researches, to realize highly efficient, scientific and rational use of water.(1) The development of Dalian's economy and society was investigated. The local water conditions were evaluated and the main water difficult the city faced to were analyzed. Besides, the thesis predicted the water requirement and supply of the city, and calculated the balance between the supply and demand.(2) The famous professor Liyining declared that water can be separated into two categories:one is necessary of life and the other is non-daily necessities. The article took the viewpoint as its theoretical base, and used the two different methods to allocate water resources concerning the two characteristics. According to the requirements of sustainable development, the allocation must bring a normal life to urban residents when it is necessary of life, and all we need concern is just the water demand of the urban residents and environment. When it's non-daily necessities or production resources, we should combine the government administrative means and market mechanism to allocate water according to the condition of our water market, water right system and water management institution at present. (3) For the non-daily necessities water resources,to resolve the water shortage and realize the highly efficient, scientific and rational water utilization, we built a water allocation corporation game model which took water quantity and quality in account, after the transfer water Initiative rights was defined based on the principles of fairness and effectiveness. Then, using the model, we calculated the non-conventional water each sub-domain of Dalian can use, the transfer water and the payoff they can get in the water resources game. At last, the water resources allocation programming was worked out and analyzed compared with the traditional ones.
