Evaluation And Optimization Of Trans - Regional Water Right Transfer Model

China is one of the world’s 13 most water-poor individual countries,just because of his great water resources and poor per capita and uneven distribution. Since China’s rapid economic growth, the total amount of water shortages lead to over-exploitation of water resources and the imbalances of water supply and demand gradually. “Three red lines” have been allocated and the scheme was implemented from 1987 to the present day provinces, autonomous regions of the Yellow River watershed water indicators, water rights system as an important tool to optimize the allocation of water resources, has entered and gradually melt into people’s lives. In 2014, Ministry of Water Resources started seven provinces of Inner Mongolia, Ningxia and other water rights work pilot to explore the registration and transactions of water rights. Inner Mongolia Autonomous Region is the direction of the pilot inter-regional water rights trading, through the construction of efficient water-saving agricultural projects, water rights trading platform, enterprise strict water project approval, preparation of the relevant rules of trading schemes and other measures to achieve a large-scale, efficient and can be monitored water rights transactions, not only from a practical level can be a classic case of promotion, but also from an academic point of view to establish a new type of water right transaction mode, and promote the process of reform of water rights stabilize and accelerate. In this paper, I carefully detaile the water rights system development process of China, summarize several representative comparison of water rights trading patterns, combined with a new round of water rights in Inner Mongolia Pilot Pilot case, cross-regional water right model more in-depth study. The analysis revealed that inter-regional trading water rights trading patterns with large scale, high economic efficiency, water-saving effect, has obvious advantages in system construction stage of water rights in our country, highlighting the reality and significance of the promotion, but the pattern is not mature, we need to improve the terms of the transaction process, pricing mechanism and platform construction. Accelerating the improvement and promotion of inter-regional water rights trading patterns, and vigorously promoting the reform of water rights system in China, will effectively promote the efficient and equitable sustainable water resources in China configuration.
