The Study Of Establishing Transportation System In The North Of The Bohai Gulf Based On The Emission Of Carbon

With the climate is deteriorating, the sustainable development of climate is more and more concerned. All over the world and regions are doing their better to tackle the global warming environmental problems. However, the mass emission of greenhouse gas is the main cause of global warming environmental problems, especially the excessive emission of carbon dioxide. With the technology innovation and the rapid development of economics changing the level of our life, it causes damage to the environment as well. The mass increase of cars on the road and the volume of freight between regions bring the mass consume of energy resource. So, energy conservation and emission reduction becomes the common goal of all over the world.During the development of low-carbon economics, transportation industry is one of the key developments. The transportation industry faces the challenge of developing an efficient and effective complement to the existing road system. According the developing situation of China, the most efficient and rapid way is to adjust transportation development structure.This paper aims to study the transportation situation of the northern Bohai Guif. From the respect of geography, the medium and long distance of inland transportation in the northern areas of Bohai Gulf is much longer than that of coastal transportation. As the coastal transportation's disability of poor timeliness and inefficiency with the defective marine transportation network in this area, the cargo transportation between regions in this area is concentrated on the inland transportation currently. While the rising vehicles on the road cause the damage of highway facilities, it has also brought out serious environmental problems. This paper aims to put forward the method of constructing the low-carbon transportation network of Bohai Gulf northern areas and the policy system to promote the transfer of inland cargo transportation to coastal cargo transportation. Firstly, the cargo transportation zones in the northern areas of Bohai Gulf are studied to define the zone pairs which are suitable for the coastal cargo transportation. And the situation of volume freight is selected. Secondly, the carbon emission coefficients of inland transportation and marine transportation are given to reach the confirmed carbon emission reduction goal of this area. Thus the multi-transport network model is constructed to cover the northern areas of Bohai Gulf with the functions to calculate time and cost respectively along the transport paths and evaluate the two modes to confirm the necessity of the coastal shipping. Finally, some policies to develop the coastal shipping are put forward to insure the feasibility of coastal shipping.
