Along with the development of the world economy, the demand of crude oil and finished product oil increases year by year.In order to satisfy the world quantity, the amount of oil ships increases continuously, but the sailing accident of oil tanker also increase immediately.On the sea, storm wave results in the very great influence on the ships'voyage safety, majority in shipwreck accident due to bad weather in world.The ships sailing on the sea, it is ineluctability to experience wind waves. How to choose a correct operation under the storm wave, sure the ships'safety seem to be is important.In recent years, the modern theory of seakeeping have a quick development, and provide a kind of path and method to forecast the ships' status on the water. we can apply these theories to the ships'manoeuvre so as to instruct seaman and captain to choose correct direction and speed and ensure the ships'saftey in the storm wave.This paper carrys on an evaluation research about the seakeeping of oil tanker in storm wave.At first describesthe classification of oil tanker and itself characteristics, then analyzes the existent risk when ships sailing in storm wave in, and the influence of the weather.So as to provide necessary basis to select the seakeeping factors.Through the seakeeping theory calculation, adoptes spectrum analysis method to solve righteous amplitude or occurrence rate of each seakeeping factor when the ships is in the different direction and speed. Thus provide a theory calculation for the value of seakeeping factor.This paper adopts BP neural network to the seakeeping assessment of the oil tanker in storm wave.Through selecting seakeeping factors of the oil tanker and calculating the value of the factors when the tanker in storm wave, acquires the sample data that the BP neural network model needs,and builds up a safety evaluation model.Comparing the network exportation value and expectation value, we can see the error of evaluation model smaller and shows that the safety evaluation model of oil tanker sailing in storm wave is viable.Finally applies the model in actual situation,and provides theory instruction to manoeuvre the oil tanker.
