With the development of maritime transport industry of China, coastal ro-ro transportation has made a significant progress and become an integral part of the passenger and freight transportation. However, frequent accidents of ro-pax vessel at sea causing enormous loss of life and property, the safety of ro-pax vessel at sea comes to a prominent problem day by day and has become a common concern and urgent problem to be solved.Bohai Sea is an important ro-ro transport area of China, this paper takes the ro-pax vessel navigating at Bohai Sea as the object of study, analyzes the structure feacture of ro-pax vessel and the influences of storm wave weather to the vessel.This paper analyzes the factors that influence the safety of ro-pax vessels navigating in storm wave from human factors, ship's factors, environmental factors and management factors, sets up the assessment index system in combination with other scholars' research and consultations of relevant marine experts.Artificial neural network has strong nonlinear mapping function and adaptive, self-learning function, it's very suitable for the complex non-deterministic reasoning, judgments, prediction and classification problems.The object of safety assessment is a complex system with many certain and uncertain factors, artificial neural network can just be applied in safety assessment. Artificial neural network can learn and save the experts'knowledge and experiences by training, when applied in new object, it can reproduce the experts' knowledge and experience and make a reasonable judgment. This paper applies artificial neural network in the field of navigation safety assessment of ro-pax vessel in storm wave, sets up a three layers BP network model with the neural network toolbox of MATLAB, applies the model in the safety assessment of ro-pax vessel, the result consistents to the actual situation and is objective and credible, it also gives references to the port authority, company managers and crew members.
