With the development of the world economy,demand of global oil transportation maintains a steady growth.As the number of oil tankers increases,the accidents of international oil tankers occurs frequently which cause serious marine environment pollution and international disputes.Because of the tankers' significant economic value and the specificity of cargo and no matter ocean voyage or in the port,in case the disaster happens,it will cause significant economic losses and environmental disaster.Although today's shipbuilding technology and navigation technology advance rapidly,and the forecast level of wind and waves is also rising,complicated and changeable weather conditions and unpredictable winds and waves on sea are still the major threat to the navigation safety of the ship.Accidents of significant personal injury and death and property losses which caused by serious hydro-meteorological conditions occur from time to time.As the Indian shipping line mainly transports oil,the China-Red Sea line depicted in this paper has certain representativeness,and oil tankers navigating in this line may encounter heavy winds,extratropical cyclone,typhoon and southwest monsoon of North Indian Ocean.Storm wave caused by these weather systems will affect the navigation safety of ships and may result in accidents on sea.So it is essential to assess the navigation safety of oil tankers in this line.This paper discusses navigation safety assessment of oil tankers in storm wave. In special line(China-Red Sea),aiming at special ship type-tankers,the paper analyzes tankers' characteristics including structural characteristics and the characteristics of cargo,the storm wave weathers which may be encountered during the voyage and the influence to tankers' navigation safety caused by storm wave weathers.This paper draws lessons from related research about oil tankers' navigation safety both domestic and abroad,starts with three aspects(crew,ship and environment) according to the accident causes,analyzes the factors of tankers' navigation safety affected by storm wave,determines assessment index system of tankers' safety navigation in storm wave,uses Probabilistic Influence Diagram to realize the assessment,finally works out which index contributes more to the maritime accidents of tankers in storm wave and analyzes the assessment results to get the measures of promoting tankers' safety navigation in storm wave.This paper provides reference frame for product tankers' navigation in China-Red Sea line.It will improve navigation safety of this line in storm wave,reduce maritime accidents and provide decision making basis for captains and shipping companies.
