At present, energy conservation and pollution reduction become an important task for the whole society. In the "Eleventh Five-Year Plan", our country proposed a target that energy use per unit of GDP (Gross Domestic Product, GDP) decreased by 20% in 2010. The smart grid, as a target for future development of power system, has combined the latest technologies of information, communications, computer control, with transmission and distribution facilities in realizing the intelligent power system. Smart grid will be able to improve energy efficiency, the security and reliability of electricity supply, reduce operation, maintenance, investment costs, and power consumption, which has great significance to environment protection. At the same time, optimizing social power utilization can effectively guide the consumers to change power utilization mode, improve end-use efficiency, optimize resources, protect the environment, achieve a near "zero cost" of electricity services and electricity management.As power supply enterprises marketing system and real-time large customer load management system gradually improve and promote application, it has been able to collect the electricity costs of all the required basic data and operating data by those two systems. By services interface that the Web Service provided, we can successfully realize real-time interoperability and provide a powerful tool and solution for the development of power-conservation real-time analysis system to major clients.To provide the rationalization of power-conservation recommendations by analyzing in-depth electricity behavior of users has been a target of power-conservation real-time analysis system for major clients, which can reduce the clients'electricity costs and improve operational efficiency. For this view, first of all, this paper introduces electricity conservation status and development trend of the real-time analysis system, and analyzes the functional characteristics and application prospects of the system; secondly, it proposes overall design of power-conservation real-time analysis system and functional requirements of each subsystem according to the actual needs of regional power grid, and determine the structure design of the database; then the fuzzy comprehensive evaluation method is used in the system, and the fuzzy comprehensive evaluation model,which is used to determine the reasonableness of the smart power proposal, is built with concrete examples; Follow, it describes the design and implementation of system software in detail,analyzes the difficulties and solutions in the design process; and the entire system is linked to network commissioning tests and analyzed the test results. The results show that the system is reliable, and basically reach the expected results and the design requirements. Lastly, it is a summary of the system application and the author's main work in design, and analysis remains need to be improved.
