With the electric industry innovation's deepen, the power plant are coming into market economy from planned economy. So improving the economy benefit becomes the power plant's work point. Both improving the plant's management and supervision can realize the combination of management and controlling. Using SIS based on real time database and MIS based on relational database can improve the corporation's work effect and competitory ability. The article mainly introduces the real time database and relational database's design and realization. The relational database is the base of MIS, which is based on relational model and meet the need of relational criterion. Real time database is the base of SIS, which is related with time. So the point of this article is to know about relational database SQL SERVER 2000 and real time database PI, more important is to do realization and project according to two databases'character which is mentioned above. This article has six parts. The first one mainly introduces the concept of power's management and controlling integration system. The second part mainly introduces the difference in relational database and real time database. The third part mainly introduces SQL SERVER 2000, also database design and realization. The fourth part mainly introduces material coding and its structure in database. The fifth part mainly introduces theory of PI database and its composing, more important is how to create different points based on different properties and the project realization in details. The last one mainly introduces interface function based on PI-API that is descriped how to retrieve data from PI DB or put data to PI DB.
