In recent years, our country put forword the strategy of developing the country by relying on science and education, which has a good opportunity for higher education developing and leads the upsurge of new campus construction.Under the background of sustainable development, the campus as a part of the urban environment can be seen as an independent and comprehensive small social, which has passing civilization and training talents effect, so constructing eco-campus is an important means in coordinating the campus culture and ecological environment.Our research constructed eco-campus evaluation index system by consulting the relevant references and based on the sustainable development theory as guidance, constructed in the principle of comprehensive, representative, hierarchy, rationality and reality, mainly selected indexes of planning, design, construction and management index to form a reasonable eco-campus evaluation index system,which includes five criteria level: Ecological Planning, Ecological Technology, Ecological Comfort, Ecological Management, Ecological Education and eighteen scheme leves under the criteria level:Base Location Selection, Landscape Planning, Environmental Improvement, Energy Planning, New Architecture Planning,Energy Effciency and Energy Utilization, Water Saving and Utilization, Material Saving and Utilization, Indoor Air Quality, Acoustic Environment, Lighting Environment, Thermal and Humidity Environment, Wind Environment, Ecological Operation and Maintenance Technology, Intelligent System, Course and Lecture, Research and Practice,Propaganda and Popularization,and fifty six indexes are under the scheme leves. Delphi methods, Analytical Hierarchy Process (AHP) and fuzzy comprehensive evaluation are coupling to form a new method fuzzy and analytical hierarchy process (FAHP). Then AHP combined with experience of expert is used to calculate the weight of eco-campus evaluation index system by the aid of expert decision-making software Expert Choice 11.5 and the fuzzy comprehensive evaluation method is used for the final assessment and rank. The weight distribution results show that ecological planning is the important thing in the process of building eco-campus, at the same time, focuses on propaganda and popularization, energy planning and energy saving, and the operation and maintenance have to be put into practice as well, bounded by policies. It not only provides basis and reference for eco-campus construction, but also lays foundations for constructing eco-campus information management system standard.Finally, an application of the method used in the east campus of Hebei University of Engineering verifies its effectiveness and recommendations are proposed for eco-campus construction.
