Along with the rapid development of China's urbanization process and the domestic and international's attention, urban gas pipeline is growing popularity and its scale is gradually increasing. But with the development of city and the increment of population density that city construct, a great deal of gas pipelines is operating in cities wihich is a center of ecomomy and popularity. But the accidents, such as leakiness and burst of the natural gas pipeline in city usually will bring huge great damage for the city residents'life and properties and result in profound negative influence to the society. Therefore, the frequent gas pipeline accidents associated with safety have become a social and public question. The system safety analysis and risk management of town gas is helpful not only in preventing these accidents from happening and reducing the loss of the accidents, but also in realizing the aim of hazard reduction of the city. This article draws lessons from the domestic and international research result concerning the natural gas pipelines risk managementt and researchs on it of the urban gas pipelines generally.Risk management is made up of risk analysis, risk evaluation, and risk control. In the thesis, the risk of gas pipeline is identified by using fault tree analysis theory. Attribute reduction is carried on the basic events of the fault tree of urban gas pipeline using rough sets theory to get the risk factors and establish the indexes of city gas risk assessment. Meanwhile, the biggest problem lies in how to eliminate variation caused by estimator's subjective consideration. This article combines effectively the AHP and Fuzzy collocation assessment to provide a more effective, practical and scientific method for the urban gas pipelines risk assessment. It was suggested in this paper that GIS technology should be introduced in the pipeline system, and then some problems could be solved and optimum operation could be anticipated. The framework of the proposed GIS management system was also put forward, and its functions were described as well. Theoretically, GIS can be a useful tool to resolve present problems, and to improve operation safety and efficiency.
