With the development of economy and society, urban traffic congestion become more seriously. To develop public transportation system is one of effective measures to ease urban traffic congestion. As one of important parts of intelligent public transportation system, The Urban Public Transportation Travel Information System-UPTTIS based on spatial-temporal accessibility can indirectly ease urban traffic congestion by helping public transportation travelers to making a more rational travel plan. In this paper, the core theoretical and key technologies issues related to designing and developing of the UPTTIS based on spatial-temporal accessibility are studied, and a prototype system of the UPTTIS based on spatial-temporal accessibility is developed.First, in order to resolve problem of the data representation of information in the UPTTIS based on spatial-temporal accessibility, by analyzing the requirement of public transportation traveler in intelligent public transportation system and introducing the concept of space-time into the UPTTIS based on spatial-temporal accessibility, a conceptual data model of the UPTTIS based on spatial-temporal accessibility is built. Based on the conceptual data model, by using the relational data modeling theory, the relational data model of the UPTTIS based on spatial-temporal accessibility is given in the logic layer. Moreover, a normalized relational data model of the UPTTIS based on spatial-temporal accessibility is established by normalizing relational schemes.Secondly, an algorithm for evaluating spatial-temporal accessibility of urban public transportation travel route is presented by analyzing the data resources of intelligent public transportation systems. Based on bus GPS data and bus GIS data, by using data mining methods, algorithms for evaluating spatial-temporal accessibility of bus travel routes are researched in the case of no transfer and a few transfers within whole bus travel routes. Furthermore, optimization algorithms of bus travel routes are given, considering for the least transfer times and the shortest travel time.Finally, key technologies, the architecture, functions, program modules, man-machine interface and other aspects of the prototype system of the UPTTIS based on spatial-temporal accessibility are introduced. In addition, data collected from the intelligent public transportation system of Harbin are used to test the prototype system, and test results show that the proposed models and algorithms are feasible.
