| With the development of economy, load power in the power system increases greatly, especially the shocking and nonlinear loads which make the grid voltage fluctuating and flicking dramatically. Voltage fluctuations affect the normal operation of sensitive equipments, also affect the production in severe cases or even cause incalculable damages. Flicker is the light intensity caused by voltage fluctuations which might bring out lighting equipments glitter and TV images distortion, make people's visual fatigue and adversely affect people's daily lives. In order to suppress voltage fluctuations and improve power quality detection of voltage fluctuations and flicker calculations must be understood thoroughly.In this paper, the causes, damages and suppression measures of the voltage fluctuation and flicker are analyzed after brief introduction of voltage fluctuation and flicker. Several kinds of detection method of voltage fluctuation and three types of flicker calculation are discussed then.IEC flicker meter is described in this paper, and according to the design specifications, design and MATLAB simulation of the detection of voltage fluctuations and flicker value are made then.In this paper, the fluctuating voltage signal is simulated by using square detection and instantaneous reactive power theory detection methods respectively. After simulation, we get amplitude for flicker calculation and the simulation results show that the value of short-term flicker meets IEC standards.For the calculation of short-term flicker value, we present and analyze three methods: sorting method, linear interpolation method and curve fitting method. Flicker values are calculated by the three methods respectively. The results show that sorting method is more simple, accurate and effective.
