With the intensification of climate change, extreme weatherevents has raged the European and American cities in recent years frequently, andeven caused casualties and huge economic losses. Speculate by the data, Harbin isalso about to face a extreme snowy weather crisis. Urban road and it'sinfrastructures will stand a great test.Therefore, to study the way dealing with the impaction that the natural factorsof snow weathe r(normal and extreme) on the road environment, the paper devidesurban road and it's facilities into three layers: the top layer, the ground layer,thebasement layer, and analysis the problems of material loss on the road, vehiculartraffic obstruction, Passers' behavior limite, the missing of facilitie's function andmanagement......, such Human and social factors' issues were included. Summarizedby the appropriate technology and space strategy, the measures of mitigation andadaptation the impaction of snowy weather were dismantled into two aspects:enhance the function of the road infrastructure and strengthen the road spacesystem's planning.This Article adheried to the planning and design principle of "Compatibility"concept: senvironment,humane,flexible,complex, and selected the cases ofsuitability construction technology connected local resources to draw on fromNorthern Europe, Japan, Canada and other countries. In the technical level, thepaper stressed the importance of follow methods: Dissolving ( to expand the roadstructure and form, to enhance the snow storage capacity of road space ), circulation(to install set back and re-use facilities of snow), Integration ( to optimizatefacilities' user-friendly services making it coordinated with the snowy weather),aiming at saving energy and reducing resource consumption, and providing a morecomfortable travel environment. In the planning and design aspect, the paper formsthree ways ,that injecting the vitality of the ground road,using the design languageof climateuse, introducing the indoor model; establishing the air trail system andtransport system to reach the dimensional pattern of urban road space whosefunction is climate adaptation and protection.The paper not only analysis the propects of some technology and space strategy using in Harbin, but also, think about the new problems emergence in theprocess of using new methods against the snow weather from domestic andinternational countries, and then, the paper proposed a tentative solution.
