Due to the high complexity and drastic change of information battlefield, measure of C2 organizational effectiveness is becoming more precise, intelligent and practical. The traditional method used in measure of C2 organizational effectiveness is hard to reflect the real effectiveness of C2 organization in complex mission environment, because it doesn't take into consideration the influence of the dynamics and uncertainties of complex missions, and has no promptness in the process of measurement. Therefore, in order to solving the limitation of the anciently investigative in measure of C2 organizational effectiveness, we constructed a relatively integrated system model of C2 organizational effectiveness measurement, introduced exploratory analysis into the process of C2 organizational effectiveness measurement, constructed multiple resolution model for C2 organizational effectiveness measurement, and at last, with the exploratory analysis method and under the changes of task environment, we realized the application of finding the key task of the mission and then validated the validity of the measures. The major work and originalities in this thesis are as follows:1. A system of C2 organizational effectiveness measurementIn order to solving the limitation of the anciently investigative in measure of C2 organizational effectiveness, basing on the conceptions about C2 organization and its structure model, we constructed a relatively integrated system framework of C2 organizational effectiveness measurement by abstracting the C2 organization effectiveness measurement to three layers, then we can measure organizational parameter and estimate organizational efficiency in different view. The bottom-up three vertical hierarchies of this framework are the physics layer measure, the estate layer measure and the efficiency layer measure. in which, the physics layer measure reflect the basal physics characteristic of C2 organization, the estate layer measures are a series of parameters which reflect the intrinsic attribute of C2 organization when it is carrying out a task and when it has completed a mission, the efficiency layer measure is the final evaluate index to the effect of C2 organization completing a mission. This C2 organizational effectiveness measurement system framework can respond with promptness to the drastic change of the complex mission environment of C2 organization and thus reflect the practical needs of the measure of C2 organizational effectiveness.2. An exploratory analysis model for the measure of C2 organizational effectiveness.Based on research to the key technology of exploratory analysis, we constructed a multiple-resolution model for C2 organizational effectiveness measurement by using exploratory analysis method founding on multiple-resolution. According as the three layers structure of C2 organization effectiveness measurement, a multiple-resolution model for C2 organizational effectiveness measurement was constructed. This thesis programmed the exploratory space of C2 organization effectiveness measurement, analyzed the composing element of the exploratory space of C2 organization effectiveness measurement, and discussed the construction of C2 organization effectiveness measurement. At last, the controlling mechanism of C2 organization process in mutative mission environment, including which control mechanism will be use in a certain mission environment.3. An application of C2 organizational effectiveness measurement system in finding the key task of the missionGuided by the developing trend of practicality of measure of C2 organizational effectiveness, this thesis regulated the exploratory analysis experiment of measure of C2 organizational effectiveness. This thesis designed and realized the environment of the exploratory analysis experiment, based on which, the multiple resolution modeling based exploratory modeling method and experiment design based exploratory regulation mechanism were validated. Then this thesis realized the application of C2 organizational effectiveness measurement system in finding the key task of the mission.
