In recent years, the research of operational effectiveness of fighter planes is widely valued in the area of aeronautics. The operational effectiveness assessment, which has been paid extensive attention to, is a compositive and forward technique of the 21st century. A fighter plane is a complicated compositive arm system. In the research and manufacturing process of fighter planes, the operational effectiveness plays an important part in the aspects of demonstrating the tactics technical indexes and capabilities of fighter planes, evaluating the research and manufacturing project of a new type of fighter plane and martial analysis.The operational effectiveness assessment method for fighter planes is first discussed in this article. And the air-to-air combat emulation method is intensively discussed. The modal of air-to-air combat effectiveness evaluation system of fighter planes is established and the overall consumption and frame of the air-to-air combat emulation system of fighter planes are advanced according to the air-to-air combat emulation system. Then the modeling of flight dynamics model (FDM) which used in the air-to-air combat emulation system, radar, fire control system and arm system (missile) is discussed. Radar, fire control system and arm system mainly focus on functional modeling. The new software of the air-to-air combat emulation system is developed based on the discussion. The software is characterized by platform- crossing, universality, being flexibly configured and highly expandable. The system can establish the emulation models of all kinds of aircrafts quickly and conveniently and can analyze the air-to-air combat emulation and effectiveness. At last, two computational examples are used to verify the air-to-air combat emulation system. The advanced techniques such as the used XML technique, the design language of Python program, the Object Oriented Programming and the modularity are briefly introduced in this article. According to the research, the advanced modeling and program designing techniques like the XML are most practically valued in the flight dynamics simulation and the research of combat effectiveness.
