The high accuracy of time-publish and time-keeping is the core work of Time Standard Key System of National Time Service Center(NTSC).The Time Standard Key System can be divided into three subsystems, The Main ( clock , time transfer and time comparison system), the accessorial ( environment monitoring and controlling system) and the power supply system . And the Time Standard Key System requires to run all the time without breakdown . However , it is inevitable that all kinds of reasons may make the system breakdown . How to diagnose the system and find the bug quickly is what we mainly concern about. Due to the particularity of the timing work, continuity and stability is the most important character in the Time Standard Key System. There is similar performance and malfunction behavior between the time-keeping clock of the Time Standard Key System and the main measure comparing equipment. In the format of the database of "electronic medical record", the monitoring equipment gathers the running parameters of the main equipment in local area network of the Time Standard Key System. The database of "electronic medical record" can be builded in the way of recording running status, malfunction behavior, maintenance event of the main equipment. In this way, we can monitor the running status of the Time Standard Key System in real time. Once there is a bug, we can locate the bug location and the troubled equipment quickly to ensure safety running of the whole system.To monitor the Time Standard Key System ,if a bug had been found , to make a alarming of fault and deal it as soon as possible . Then the database of "electronic medical records " will get all the details . This thesis is based on the study of this . Then software of the database of "electronic medical records" is developed.The main contributive works of this thesis are as follows:1.Theoretical basis of the database of "electronic medical record" of Time Standard Key System . The theory of the time-keeping , the data features of clock, the algorithm of Vondrak data smoothing , the algorithm of Least-square method data smoothing , the algorithm of detection. 2.There are several requires as follows which are based on the real-time and automaticity of Time Standard Key System . Time & Frequency Standard Key LAB uses the specialized LAN to deal with data , information . Monitoring the clock by working parameter of clocks and alarming the fault as soon as possible . To get report-files of the devices which are based on the compared data . To show the results in chart by software tools . To set up the database of "electronic medical records" of Time Standard Key System.3.The software of the database of " electronic medical records" is developed by C# + SQL sever 2005 and control of Dundas Chart . The software can be divided into five subsystem : the clocks , the monitoring , the database of "electronic medical records" , the troubleshooting and the system maintaining . The relationship between those subsystem and the functions of each parts are been introduced in details in this thesis.4.By Simulating system test and the analysis of result . The database of "electronic medical records" of Time Standard Key System can reach the goal of the study.
