Research And Implementation Of The Standard System Of Safe Navigation Of Ships,

The project of research on the Diagrams of Standard System for Navigation Safety was intrusted by China MSA (Maritime Safety Administration), and was carried out by Shanghai Maritime University. This dissertation that titled Research and Realization of the Diagrams of Standard System for Navigation Safety is developed on the basis thereof.The standard system is a scientific and organic system composed of a certain kind of standards inherently. The Diagrams of Standard System for Navigation Safety is composed of many correlative standards, and it is the aggregate of all standards in the ship navigation safety field. It is usually embodied by the Diagrams of Standard System. The basic unit of the diagrams is standard, including all established, being established and to be established standards. The Diagrams of Standard System is not the schedule to draw up standards. The former is measure, while the latter is basis.Currently, the establishment of the Diagrams of industrial Standard System in China as well as the international standards being used is much more behind that in foreign countries. In 1993, the GATT came to an agreement to TBT, and required all the countries to try their best to adopt uniform international standards. In fact, the developed countries were the constitutor of international standards, and most of their industries have established their Diagrams of Standard System, while it was still a shortage in developing countries. These standards could be used as the measures to compete with developing countries. As a member of WTO and the largest developing country, it is necessary for China to space up standardization and catch up with the international standards, improve the management and international reputation.In China, many industries have established Diagrams of Industrial Standard System of their own other than shipping trade. So it is necessary to establish the Diagrams of Standard System for Navigation Safety. Shipping industry is facingwith more competition, navigation safety will directly affect economic benefits of the ship company. What's more, it will impact on protection of the marine environment and a lot of safety factors such as crew's safety, safety of shipping, safety of the port and goods and so on. The Diagrams of Standard System for Ship Navigation Safety will be an important way to make ship manager recognize navigation safety science and be familiar with ship' s safety management, and it will also be the basis to guarantee the shipping operation safety.This dissertation is drafted under this background. With database techniques and ASP developing mode, this dissertation develops a database system of the Diagrams of Standard System for Ship Navigation Safety, which makes it convenient to consult the diagrams, to guarantee the updating of standards in time, to avoid a large number of artificial statistical procedures, to save valuable time, and to guarantee the integrality of the data and materials.Chapter One introduces the concept of standardization, the Standard System and the Diagrams of Standard System, and the relation of standards and standardization. It also mentions the objective and significance of the study. In addition, it specifies the theme of this thesis, the problems that the thesis is going to solve, and the highlight of this thesis as well.Chapter Two makes a detailed analysis on function and structure of the Diagrams of Standard System. It also makes a brief introduction on relation between the Diagrams of Standard System and the Standard System, comprehensive standardization or leading standardization.Chapter Three introduces the design for structure of the Diagrams of Standard System for Ship Navigation Safety, probes into the relation between every level of the Diagrams of Standard System, achieves the Diagrams of Standard System for Ship Navigation Safety, and makes an explanation and analysis on the Diagrams of Standard System for Ship Navigation Safety.Chapter Four introduces the establishment of this system, analyzes the requirement of system, makes choice of the mode of this system, the developingenvironment and running environment, the general construction, and emphatically describes the designing and modeling of the database used in this system and the flow of the program.Chapter Five summarizes the whole thesis and expresses a hope to carry out further research into the integrated management system in the future.
