In recent years, large public buildings in the construction of the town is increasing rapidly, according to relevant statistics, the construction of large-scale public buildings is less than 4% of the total, but its energy consumption account for 20% than that of the total. The statistical work of large-scale public buildings energy consumption data is not meticulous and the management is negligence, there is not a scientific way to predict and supervise the energy consumption which may result in an inaccurate statistic, it may leads to troubles for energy saving of the government or institution. In practical applications, the large-scale public building energy wastefulness is very serious; energy conservation task is a rigorous test. Thus it can be seen that large-scale public building with high energy consumption has become the bottleneck for the development of Chinese building energy conservation, and the researches on energy-consumption prediction and energy-saving management system for the large public building seems more important and urgent.Construction energy saving of Large-scale public buildings are system engineering problems which related to energy consumption measurement, auditing and supervision.In this paper, the present situation, characteristic, basic structures and impact factors of large-scale public buildings are analyzed; the energy-saving management status and the key problems are summarized. It will choose Zigbee and General Packet Radio Service (GPRS) to implement the data acquisition and data transfer of wireless distributed remote network energy consumption data, carry on rationalization choice and analysis to the resolution of terminals and metering mode. Using system identification technology to build up a dynamic prediction unified model which is based on multiple linear regressions and first-order self-regression. Design the large-scale public buildings system, the thought of engineering system is used to settle the problem of energy-saving management system with multiple subsystems under constraint condition.The simulation results show that: This dynamic prediction model has the advantages of both multiple linear regressions method and first-order self-regression method; it has a high fitting precision and can predict the energy consumption of large-scale public buildings with a reliable prediction result. It will provide a reliable basis for the"energy-consumption within the quota", each subsystem of energy-saving management is inosculated as a whole. Policy, social ideals, industries and trades factors are taken into consideration which is based on a soaring technology in muti-subjects area. The entire system of energy conservation management will get a better effect.
