As rapid development of China's air transportation continues, China's civil aviation has achieved magnificent success. However, the spread of air transportation flow is uneven. When airspace can not meet the flow's demand, it will result in many flights delayed. Air transportation jam will not only arouse huge economic loss, but also seriously influence the flights'safety. The management model of air space operation and the control method of flow which are adopted presently are very difficult to satisfy the steadily increasing demand of flight flow.For this reason, the subject is aimed at using collaborative management method of airspace and flight adapting each other. When airspace is crowded, we can firstly consider adjusting airspace structure to increase airspace as much as we can; at the same time, we should take care of flow management to lower flight delay cost in order to make Airline Company's loss minimal.This paper firstly introduces the air transportation management generally, and then introduces the concept which is related to air transportation capacity management and how to use airspace dynamic management flexibly. After that, combining air transportation flow management and capacity management to propose the collaborative strategy of air transportation flow and capacity. The target is when flow's demand is too big, we can adjust airspace to make airspace adapt flow;or when airspace is not adjustable, we can manage flow to make flow adapt current airspace capacity. Furthermore, use real example to prove this strategy's feasibility and its huge economic profits.The subject uses the experience of developed countries which have got research results in the area of airspace management and flight flow management; and analyses China's current situation of airspace management and flight flow management. It is aimed at providing theoretical support for airspace and flight demand collaborative management.
