With the accelerated process of urbanization, the number of urban residential quarters is growing year by year. When satisfying the living demands of residents, residential quarter's construction process is associated with huge resources, energy consumption and environmental pollution, which is gaining the increasing concerns of the society. At the same time, as consumers'spending level improves, people are also pursuing the improvement of living environment and upgrading of residential functions. In recent years, along with the proposition of ecological residential area and harmony concept, many cities have started the construction of eco-residential buildings, which further promoted the harmony between human and environment and sustainable development. This paper used environmental value as the measurement tool of the relationship between urban residential district and the environment. Set realizing the maximum residential functions with the minimum environmental costs as the main goal, focused on the mechanism of the environmental value and its evaluation system, including the residential function value assessment and evaluation of environmental costs, provided theoretical and practical references for the construction of ecological residential district and the realization of harmonious development between man and the environment.This paper adopted value engineering theory, utility theory and whole life cycle theory as the basis, analyzed the residential district functional value and environmental value from the perspectives of human and environment respectively, and further revealed the formation mechanism of residential district environmental value.Then, to illustrate the formation of residential district environmental value and its formation mechanism, the paper established multi-attribute comprehensive measurement model for the measurement of urban residential district functional value and matrix measurement model for the measurement of whole life cycle environmental cost.Finally, based on the above theoretical analysis and evaluation models, the paper carried out a case study by selecting residential district in Harbin City as the research objective, evaluated the environmental value of the cases and proposed the strategies for value enhancement and residential district construction.
