With the rapid economic development and improvement of people's living standards, environment has meet a lot of problems. Water resource shortage and water pollution are the most serious problem. Water resources has restricted the economic progress and social progress and become the main factors and urban sustainable development bottlenecks. How to use water resources economically and efficiently, promoting urban sustainable development and healthy cycle of water resources are of great importance. The paper selected Harbin as the target to make a survey on the pollution and protection methods, analyze the optimal allocation of urban water resources, selection of waster water treatment system, corresponding strategy and suggestions have been proposed.Current situation of water resources in Harbin showed water quality was basic compliance. There was a better trend in 2008 than in 2007. Water quality does not meet water quality requirements of planning functions in the Lalin River, Yunliang River, Ash River, Hulan River, and Wuyue River in tributaries. The main pollution indicators were ammonia nitrogen and potassium permanganate index. The investigation in Harbin Section of Songhua River showed non-point source pollution problem was serious, point-pollution showed a better trend. To solve the above problems, a series of measures about pollution control, water ecological restoration, water treatment post-processing was introduced.Current situation of water resources development in Harbin showed there existed problems such as water resources shortage, the obvious contradiction between supply and demand, serious waste of water resources and water pollution. The urban total water was less than ecological water demand in Harbin City. The urban ecology demand could not be meet. The main issues demonstrated the higher river ecological water demand, great effect by water pollution, water pollution has seriously affected the function of urban water resources. In order to optimize the allocation of water resource in Harbin, the measures such as enforcement of water resource protection, recycling of water resource, supply water with different quality, price reform were put forward.According to the existed problems in Harbin waste water treatment plant, such as bad operation, low innovation ability and low recovery rate, corresponding strategies were put forward; based on the comparison between waste water and supply water, standard for supply water and waste water, treatment for hazardous substrates and the plan for water resource location have been given, in case of improvement of quality standard, enforcement of waste water treatment and proper plan.
