The building in the Basic Frame Structure has been built in 70s to 80s, which is a special structure led by Chinese stages of economic condition. It is in an irrational form speaking from the anti-seismic structure, but can not be canceled currently because of restrictions on China's economic development level. Therefore, the strengthening and improvement of such buildings has become an important issue in China at present.The passive control of the structure is a new anti-seismic technology, which not only has the good features of the simple structure, the convenient construction, durability, but also has good energy-dissipation characteristics.(1) In this paper, based on the passive control of antic-seismic technology, the author designs a shear damper-the leaded damper. We had experimented on the leaded damper's ability, and given the energy-dissipation characteristics of leaded damper and calculation model.(2) In this paper, the form of the Basic Frame Structure and the stressed characteristics were described, and also analyze the reason and treated measure of earthquake damage. According to its damage modes and causes, we made the comparison with the original basic frame structure and the leaded damper installment structure. And introduced the theory of time-history analysis:the selection of seismic waves, dynamic differential equations and matrix.(3) According to the basic of the time-history analysis theory, we had made a finite element analysis of a five floors in the Basic Frame Structure using the finite element software—ANSYS. The theory of time-history analysis to the seismic response of the Basic Frame Structure and the lead damper installment structure shows that the change of the analysis in comparison with level displacement and acceleration, and the time-history curves of base floor shear forces. So as to make a conclusion that leaded damper can make strong control in the process of energy-dissipation, significantly improve the structure of weak floors of the seismic capacity and reduce the spread of the earthquake action on masonry structures so as to achieve the purpose of dynamic control.
