The actual state of the reinforced concrete structure is very complicated,in particular, because of the non-linear properties of materials, it is difficult to predict the response of the reinforced concrete structure which is used in actual project, and because there are many limitations of the experimental analysis of structure, such as the number of the experiment, the technical level, and so on. The numerical simulations which use computers become to be used as a supplementary means. For reinforced concrete frame structure, there are many problems how to considerate the coupling of axial, shear and moment and use it to analyze the nonlinear response of the structure, just like the commonality of the program and algorithm. To achieve this, the main works of this paper are as follows:Based on basic theory of the finite element stiffness-based method and some mechanical theories, along with the line as material, section, element and structure, from micro to macro, from local to global, the reinforced concrete frame structure nonlinear analysis process has been acquired, fiber model which is considered the shear effect is used to simulate the nonlinear performance of the reinforcement concrete specimens and structures under coupled the axial forces, bending moments and shear forces, the finite element stiffness-based method and the fiber model are used in structure. Based on the plane frame beam-column elements which account material nonlinearity and coupling effect between shear and bending, and the axial forces, bending moments and shear forces are coupled on the sections, the whole process of nonlinear response analysis program of the reinforced concrete frame structure is established on platform of FEAP.This program is used to numerical simulate the experiments. And the results of the simulations and the experiments are compared to verify the validity and reliability of the program. This program has simulated the responses of beams and columns of the reinforcement concrete structures under the monotonic load, and it also could be used to simulate the response of the whole structure. After the analysis of this paper, the responses of beams, columns and structures which are analyze with shear effect are different from which are without shear effect. These appearances such as stiffness degrading, peak loads declines, yield displacement increases etc. are more obviously while the members are failure by shear. Therefore, the axial forces, bending moments and shear forces should be coupled in the analysis, especially under the loads which couldn't be ignored.
