Based on the analysis of the defects of the traditional CPM(Critical Path Method)-based Project Schedule Management , the paper introduced the TOC(Theory of Constraints)- based Critical chain Method (CCM) to the Project Schedule Management, which endows the resource constraints as the same priority as the process logic constraints and repalces the critical path with the critical chain.For the current problems of methods applied in Critical Chain Technology ,the paper brought up improvements: designed an improved Resource Allocation Method "RSM" to arrange the priority of resources allocation to determine the Critical Chain; on the basis analysis of the uncertainty of the Activity Duration, gave different completion probabilities to different activities according to their properties, then cut the safety time to determine the size of the buffer; for the management of the buffer, combined the buffer consumption and the completion of the task chain to give a comprehensive evaluation of the progress to control the project.Meanwhile, the paper adopted those improvement methods to bulid a CCM-based project schedule management model , which was later applied to the new product development project of X Motor Company.By comparing the application results of traditional CPM-based Project Schedule Management and the model-based Project Schedule Management ,the paper verified the model's validity and reliability.
