Urban roads maintenance is included in municipal utilities and is a national basic industry.The construction and development of urban roads affect the speed and quality of urbanization. The development of road maintenance market in Shanghai reflects the the development of municipal utilities in Chinese large cities.the experience and management of road maintenance are symbols of cities' development and are of great importance both Theoretically and practically.Starting from the current Shanghai Road maintenance management system, we analyse the situation of shanghai road maintenance market, take reference of management and operational methods in similar cities at home and abroad and point out that the market-oriented management method should be adopted in the development of shanghai municipal utilities.In this paper, we discuss the necessity and possibility of the marketization of the Shanghai urban road maintenance, establish the model of the marketization of the industry so that we can give dynamic evaluation to the road maintenance levels. By establishing the indicators of road maintenance companies'management, development and social service levels, we are able to evaluate these companies synthetically and figure out the management levels of the current market participants so that the superior can be selected, the inferior can be eliminated and the quality of service in the whole market can be improved.Finally, we give suggestions about how to realize the marketization of the urban road maintenance industry.The framework of the paper is as follows: existing problem—characteristics of the industry—analysis of similar industries—analysis of the market in shanghai—model of the market-oriented development of the industry—evaluation indicators of the industry management levels—the suggestion to the improvement of management in the market of Shanghai. This research offers implications contributing to the public industry marketization of government in law, market project and market supervision.
