Since2003, rural road construction in China has entered a period of rapid development, as asaying goes,“road traffic develops, all prospects thrives ", after so many rural roads completedconstruction, farmers have been provided with favorable conditions in overcoming poverty andincreasing income. Meanwhile rapid development has brought some problems too such as impropermaintenance system, low maintenance quality, and serious shortage of maintenance fund; with theseproblems, it has become an urgent topic on how to protect outcome of the rural road construction,how to make market play a big role in market resources allocation, how to extend the service life ofrural roads at maximum, how to maintain good traffic conditions, how to reduce the energyconsumption of resources, and ultimately how to promote the sustainable development of rural roads.In this paper, with theory of public economics and marketization, characteristics of rural roadmaintenance has been analyzed and it resulted to be nature of both public welfare andmarketability,furthermore, by necessity and feasibility analysis of rural road maintenance, aconclusion has been obtained as no matter considering from market environment, policy environment,or from self-development of rural roads, rural road maintenance are required to be put intomarket-oriented solution, which has learned from successful marketing experience in highway design,supervision, and public road construction and it will be pushed imperatively forward under suchcircumstance.Based on the analysis, reference and summary of existing research results, and by the study ofmarket-oriented road maintenance both in domestic and worldwide, this paper has analyzed thedifference between rural road and highway traffic by documentary research, comparative analysis,qualitative and quantitative study. Take rural road maintenance of Zhucheng city for example, thispaper analyzed status and problems of Zhucheng rural road maintenance and its management andproposed the objectives and mode of Zhucheng rural road maintenance marketization, that is “fullmarket adoption", as a precaution, the principle of " point to an area, step by step "should be put intopractice in the implementation process in order to make marketization of rural road maintenancerealized steadily. In the marketization process, the nature of large and medium-sized repairing andrebuilt project, the minor repairs and maintenance projects, should be distinguished and theimplementation of the bidding, professional and individually contracted maintenance or any otherreasonable ways should be allowed.At last, the paper clearly stated the responsibilities of government and related departments shouldtake in realization of market-oriented rural road maintenance; the request of according fund raisingapproach draft and release as well as the needs to improve current related regulations and safeguardmeasures.
