The crisis of water resources is a common problem in the world. With the continuous growth of industrialization and population, uncontrolled human exploitation of water resources, water environment worsening, the shortage and pollution of water is becoming more and more serious. If you don’t change the idea and way of using water, realize the sustainable utilization of water resources, is bound to the economic and social development of mankind have disastrous consequences. The total amount of water resources in our country is ranked fourth in the world, but the existence of resource type, area type, economic type, water, waste water, is a serious water shortage in the country, and water shortages are a growing trend. For the development of safeguards the national economy healthy, stable, sustained, must strengthen the construction of water-saving society. Saline Lake is located in the northern arid area, and belongs to the. city water resources shortage, water resources per capita is only157m3, the contradiction between supply and demand is very prominent, to become one of the main factors affecting and restricting the economic and social development of the low bearing capacity has water resources.This paper takes Yuncheng city Saline Lake area as the study area, present situation of development and utilization of water resources characteristics, Saline Lake area and the existing problems were analyzed; using the grey prediction method and the index of certain amount method to predict the equilibrium of supply and demand situation of Saline Lake district; water-saving Saline Lake reveals the social construction problems; puts forward concrete the contents and measures of water-saving social construction of the Saline Lake region.
