Civil aviation safety describes a non-hazardous state during the operation of civil aircraft, it also means do not occur human casualties or civil aircraft damage events caused by aircraft quality, aircraft out of control or other various reasons. Pilots is an important factor in the affect flight safety, the related knowledge and skills, including aviation theories; physiological factors including health level, flight duration and aviation health care; safety consciousness and attitude; crew resource management, including with the unit division of labor, interpersonal cooperation and coordination are also the factors that impact the flight safety. In addition, aircraft, air traffic control and airport factors, also impact flight safety.Modern transport flight increased the demand of pilots in receiving information and decision making. In this case, the pilots actually have become managers, therefore the correct usage of the resources and the cockpit resource management (CRM) capabilities become very important. The connotation of cockpit resource management is to study and strengthen cockpit human factors, regulate the relationship between people and aircraft information (environment), establish a unified and standard operating procedures, ensure the successful completion of the flight safety and mission. Its fundamental purpose is to ensure the safety flight, people behavior takes an important role during this process. CRM include four aspects:software, hardware, environment, and people. In a narrow sense, the unit refers to the flight crew, including the captain, co-pilot, mechanic, pilot the telegrapher flight observer, the main cabin service personnel; Broadly speaking, also including air traffic controllers, flight dispatchers, ground maintenance personnel, as well as running controller and passengersAccident statistics confirmed, many Chinese and foreign aviation accidents or incidents are the results of bad decision making of the unit’s flight. Jensen and Benel (1977) reviewed U.S. civil aviation flight accidents in1970----1974, pointed out that35%of non-death accidents and52%of the accidents are caused by bad decisions. An investigation from ICAO shows that:71%of flight accidents are caused by low quality of crew, cockpit resource management or confusion. The key reason caused all these accidents and incidents are the invalid management. During the flight, lack of proper management may cause imbalanced work and cannot help crew accumulate their flying experiences.This thesis is based on the key issues and difficulties in cockpit resource management (CRM) to improve the safety of aviation technology, strengthen the underlying theoretical study by using20years flight safety data of CEA, including pilot technical ability, psychological quality, decision-making, crew coordination and coordination, to research CRM key factors that affecting the safety of aviation technology to improve the security operations of the CEA.
