Study On Emergency Support System For Special Flights Of China Eastern Airlines

The social responsibility of civil aviation is not only reflected in the transportation guarantee of ordinary passengers and materials,but also in the special flight transportation task with political and religious colors.As a large state-owned aviation enterprise,China Eastern Airlines undertakes more and more special flight transportation tasks.Whether the special flight tasks can be completed with high quality depends on whether the civil aviation special flight security system is perfect.However,there are still many problems in the emergency support system of special flights of China Eastern Airlines,which lead to the task of special flights can not be completed with high quality,in the face of flight emergencies can not be timely and effective disposal.If China Eastern Airlines can optimize the existing emergency support system for special flights,it can greatly reduce the loss of support,avoid the negative impact of enterprises,and also increase the service of special flights.Based on the theory of organization cooperation,decision-making organization,Taylor's scientific management theory,and the 4R Theory of emergency management,this paper takes the special flight emergency support system of China Eastern Airlines as the research object,combined with the support scheme,emergency response manual and emergency response workflow of the special flight of China Eastern Airlines,this paper systematically expounds the current situation of the emergency support system of the special flight of China Eastern Airlines by using the literature research method,analyzes the existing problems and reasons in the current emergency support system of the special flight,and finally puts forward the optimization of the emergency support of the special flight of China Eastern Airlines Countermeasures and suggestions of the system.In this paper,we find that there are many problems in coordination support,technical personnel support and emergency capability support in the emergency support system of China Eastern Airlines.The above problems are caused by the following reasons:1.The guarantee organization structure is single;2.The information transmission channel is not smooth,and the communication and understanding are biased;3.The decision-making depends on experience;4.The construction of technical talent echelon is insufficient,and the training is not scientific;5.The construction of emergency management is ignored.In the end,this paper focuses on the problems and causes of the current Eastern Airlines special flight emergency support system,and proposes that the Eastern Airlines special flight emergency support system should be optimized and improved from the following aspects:For example,by adding emergency management team,adopting linear functional organization structure,strengthening the communication and cooperation ability of departments,we can optimize the operation efficiency of functional organizations;by improving the "system" training,establishing an efficient support team,we can optimize the support of professional and technical personnel;by improving the effectiveness of emergency plans,accelerating the construction of emergency support platform,and absorbing advanced airline's Experience and improve the operation control ability of aircraft maintenance management department to strengthen the emergency support ability.
