Tendering and bidding start late in our country. Achieving the high-quality and rapid development of tendering and bidding is the constant pursuit goal of the project. Project evaluation is a central part of engineering bidding and tendering, Project evaluation method determines the selection of the winning bidder directly, so the research on the evaluation method has a very important significance both for the bidding development and the whole society.This paper uses the comprehensive evaluation method, it apply fuzzy recognition model to study and make a concluding based on some bidding units of a levee project. The main content involves three contents, first, establishes reasonable evaluation index system, and then uses the binary comparison method to determine the evaluation index weight, finally is the construction of fuzzy recognition model and application example. In the process of constructing evaluation index system, this paper introduces the common methods to construct index system at present, and combines with the engineering practice using the analytic hierarchy process(AHP) to screen evaluation index systems reasonably; determines the weight of each evaluation index by binary comparison method; uses the fuzzy recognition model to divide those bidders, according to the level characteristic value to select the ideal bidder. The fuzzy recognition model considers various indicators of evaluation, the model is simple and practical, convenient operation, high applicability, can be applied to different types of project.
