Research On The Whole Process Management Of Project Cost In YNTC Project Implementation Stage

China’s current project cost management system was formed in the fifties and completed in the eighties. It was the introduction of the former Soviet Union’s budget estimate management system, and using the traditional "four-count" system. The core of the project cost management is fixed quota.In the planned economy, the quota had a particularity of "quantity and price united’, and price was artificially immobilized in a long-term. With the development of market economy, the pace of reform in the area of infrastructure is also accelerating, step by step with the market. The original project cost management system of China can’t meet the needs of market economic development, especially after implementing project legal person. It increased the project legal person’s responsibility for the construction project cost, objectively required the implementation of cost control and management in the whole process of the construction project. The whole process of project cost control and management of construction projects means that the whole process, comprehensive, specialized control is to be implemented of the project cost in each stages and steps from pre (project approval, feasibility study), design, implementation (bidding, construction phase) to the settlement and final cost. The basic characteristics of the whole process of project cost management is taking the market as the core and implementing dynamic, prior, active control and management in whole project cost. Monitoring performance of project cost transform rough to fine and smooth, lag into advance.This paper refers to the implementation stage of the project means the entire stage form the project biding to the settlement and final cost after the project decision and design.At this stage, saving investment is difficult, but because this stage has characteristics of lasted long, lots of participating units and capital investment, complicated management, difficult coordination. Project cost management and control has great difficulty. If we can’t effectively carry out the project cost management and control, it will cause the huge waste. Through seven years of the actually operation and research in the whole process of cost management and control of YNTC construction project implementation phase, the author studied the characteristics and specific job requirements of cost management and control in all aspects of project implementation phase, and formed management standard of the management system, personnel organization, job content, working methods, procedures and results in each steps of this phase. This research result applies to my company’s cost consulting management. It has practical significance. This paper has a certain reference to project owner and other cost consulting unit.
