Since the reform and opening up,the investment amount of government investment projects in China has been increasing,and the proportion of government investment projects in the construction industry has been increasing,which plays an increasingly important role in promoting China’s economic development.In the field of engineering cost management,the theoretical exploration of the cost management of government-invested projects is gradually deepening.However,in the concrete process of the actual government-invested projects,there are still many problems to be solved in the cost management: the phenomenon of "three surpasses",namely,the budget estimate,the budget estimate and the settlement budget,is still very serious;In the process of construction management,some stages and some processes are not well supervised;The basis of the cost control is not sufficient,and the main responsibilities of the parties to the cost control are not clear.The reason is that there is no systematic cost management for the government-invested projects.Therefore,only based on the actual project,from each stage of the project to explore the cause of the problem,in order to solve the cost management of government-invested projects,strengthen the application of the whole process of cost management in the project.Based on a government investment in the construction of the new campus as the research object,using literature research,an engineering example research,quantitative analysis and other research methods are adopted in this paper.by collating and settlement data of the sectional works construction projects division,changes in the division of the sectional works are classified,and cause analysis,summed up the cause of "three surpasses" phenomenon in a construction project are: the initial planning of construction project is not comprehensive,management does not reach the designated position in the prophase research work,feasibility study report and the depth of the investment estimate preparation is not enough;Short design cycle,failed to fully implement the design bidding system,design drawings errors,failed to truly implement the quota design;The method of bid evaluation has defects,the form of contract is single,and the tenderer takes advantage of the unbalanced quotation to obtain more benefits;Lagging of design changes,unclear delineation of responsibilities,and poor on-site visa management;If the audit results are used as the basis for project completion settlement,the multi-head management is out of control,and the responsibilities of each party are not clear,resulting in legal disputes;Late maintenance costs are not clear and so on.From the perspective of the whole process cost management,this paper proposes feasible and effective cost management countermeasures and suggestions for the problems existing in the actual project from each stage: Decisions,we must give full consideration to the construction scale and the orientation of the functional requirements of the construction project,the medium and long-term development,the construction project area natural conditions of technical and economic factors,through the overall plan to properly determine the investment estimation,preliminary design,preliminary design budgetary estimate,make the government investment project feasibility study and investment estimation,preliminary design and budget once the government related department approval as the highest goal of the whole process of investment control of construction projects,and shall not be arbitrarily break;Attach importance to preliminary design approval,implement quota design,and establish incentive mechanism;Make a reasonable bid evaluation method,choose the appropriate contract mode;Timely completion settlement and audit,etc.According to characteristics of government investment project,puts forward the whole process of general contracting management model,the implementation of the feasibility study,preliminary design approval for essentially the design,procurement,construction general contracting mode,in the stage of the whole project process,the main investment clear responsibilities and rights of contracting parties,the prime contractor undertake corresponding survey,design,procurement,and construction of integrated cost management responsibility,avoid the decision-making,survey,design,bidding,construction stage,investment control caused events over trifling shuffle.The owner shall entrust the whole-process consulting unit matching the general contract of the project to conduct whole-process consulting.Third-party audit should not only carry out completion settlement audit,but also carry out whole-process follow-up audit in essence,truly fulfill follow-up audit and responsibilities and obligations,and carry out whole-process,all-weather and all-dimensional audit.
