Our central heating began in the 1950’s, subject to the planned economic system, cost of heating is measured by area in a very long time. Since 2000,on the basis of building a conservation-oriented society by the State Council executive meeting, universities has launched a major research on household heat metering heating system,and proposed a variety of heat metering allocation scheme. The following methods are currently in use:domestic heat meter, radiator heat allocation meter, on-off time-area determination, flow-temperature determination and temperature-area determination.In this paper, firstly several heat-allocation methods currently in use are studied theoretically. Then structure of the system is designed. Finally we completed design of software and hardware of the collect-calculator.The heat-allocation system based on temperature-area determination primarily consists of indoor temperature sensors(user terminal) which are placed in user rooms, a heat meter installed at the heat inport of the building to measure the total heat consumption, a collect-calculator used to receive data from indoor temperature sensors and the heat meter and complete heat allocation process and upload the result to PC, etc. The collect-calculator is the core device of the temperature-area determination system and the designation of it effects the capacity of the whole system.The system has been tested on a building in Lanzhou. We validated the feasibility of the system by data exported from PC. It indicates that the collect-calculator designation is feasible and the system works stably.
