A Case Study Of Various Planning And Convergence Coordination In Kaihua County, Zhejiang Province

The reform of institutional mechanisms, establishment of reasonable spatial planning system and integration of government similar planning policies, which have been promoted in the 18th CPC National Congress and Party’s 3rd Plenary Session of 18th Conference, are the most significant methods in transformation of government function, and also they are the most complicated problems which have to be solved in the improvement of government administration system and the modernization of government ability. Impelling the study and practice of the integration of various planning in our country has become one of the most exigent things to our national and local government. As the county space is the basic unit for studying the integration of various planning and innovation of institutional mechanisms, taking county space as an example to explore the integration of diverse planning has both academic and practice meanings.This dissertation would analyze the background and the significance of the integration of various planning, and from the terms of the concept. Compare with the relevant theories and examples from other countries, Kaihua, which is a county in Zhejiang, would be taken as an instance to explain and discuss the basic theory and method, including the space management and control and coordinated management, for integration of various planning in China. Besides, the main achievements and disadvantages would be discussed in this paper, and finally the points which need to be noted for the further study would be brought out.
