Quantitative Analysis And Compensation Of Migrant Profit And Loss For Water Resources And Hydropower Projects

With the rapid development of water conservancy and hydropower industry, there are more and more reservoirs which had been built, under construction and will be built. Although it has brought great benefits for the society and national economy, but at the same time, it also has raised a number of reservoir resettlement. The production and life of immigrants faces enormous challenges after the relocation because they have a big difference in the ecological environment, the geological conditions, the development of economic and social, and the national culture in the process of relocation, resettlement and replacement. Immigration issues are a key which decides the success or failure of the hydropower projects. Only paying more attention, in-depth research, and properly solve the immigration issues can straighten out the economic and social relations between the country, hydropower enterprises and various immigrants. Through field survey in a part of reservoir resettlement in Lancang River and Jinsha River, this paper summaries the general situation and immigration policy change of our country water conservancy and hydropower project development, and further investigates the production and life changes of immigrants before and after the relocation where are parts of the resettlement area in Simao and Lijiang, and further understands the loss and compensation of reservoir resettlement. According to the collected data by survey, that mainly carries out the following work:(1) Reviewing the current research of water conservancy and hydropower of migrants, the necessity to quantification of immigrant losses is put forward.(2) Organizing the survey data, detailed list of the physical losses of reservoir resettlement and summary of the various quantitative analysis methods of visible damage are put forward.(3) Detailed list the intangible losses of reservoir resettlement, the characteristics of invisible losses, the quantitative methods of the corresponding compensation are analyzed and studied.(4) In view of the existing reservoir resettlement compensation policy, the main deficiencies and suggestions of the corresponding compensation are put forwarded.
