Urban infrastructure disaster prevention is one of the most important works in urban comprehensive disaster prevention and mitigation. Improving the ability of urban infrastructure disaster prevention is of great significance for urban comprehensive disaster prevention. Nowadays, the city structure is becoming more and more complex due to the speeding up of urbanization and the expansion of city. As a result, there are more and more factors which lead to urban disasters and all kinds of urban disasters are serious threats to the security of city. Therefore, the task of urban infrastructure disaster prevention is very tough. In order to improve the ability of urban infrastructure disaster prevention, this paper has done a further study on the disaster prevention ability evaluation system of urban infrastructure.First of all, several basic concepts related to the ability of urban infrastructure disaster prevention have been defined through literature research. On this basis, this paper analyzed the composition of urban infrastructure system and summarized the main urban disasters: flood, fire, earthquake, traffic disaster. Aiming at the four major disasters, further analysis about the reason of urban disasters has been done and the ability of urban infrastructure disaster prevention was divided into four parts:the ability of disaster prevention, the ability of disaster monitoring and warning, the ability of disaster resistance, the ability of emergency rescue. According to the four parts of the ability of urban infrastructure disaster prevention, this study established the evaluation index system of urban infrastructure disaster prevention ability preliminary. In the end. the final evaluation index system was determined by consulting experts.Then, based on the grey correlation evaluation method, in this paper the traditional grey correlation evaluation method about index weight was improved combining the characteristics of disaster prevention ability evaluation index. In order to give full consideration to the relative influence degree of different indexes on ability of urban infrastructure disaster prevention, analytic hierarchy process and the variation coefficient method were undertaken to determine the comprehensive weight of each index which was introduced into the grey correlation evaluation method. So the improved grey correlation evaluation model was established.Finally, on the basis of the above work, the improved grey correlation evaluation model was applied to a case study. Data of each index about Beijing from 2009 to 2013 was collected through statistical yearbooks. With those data,the improved grey correlation evaluation model was used to evaluate the disaster prevention ability of Beijing urban infrastructure. The evaluation result reflected the situation of disaster prevention ability of Beijing urban infrastructure. As a result, the feasibility and objectivity of the proposed method has been verified by example calculations.
