| With the improvement of the importance of city security,urban disaster-prevention has become an issue that cannot be ignored in urban development,and the important standard to measure the degree of urban safety is the comprehensive disaster-prevention ability.China’s cities are faced with such problems as complex and changeable disaster situation,weak disaster-prevention foundation,unsystematic urban comprehensive disaster-prevention construction,and the city safety is facing severe challenges.In the background of territorial spatial planning and based on the newly released Urban Comprehensive Disaster-Prevention Planning Standard(2018).this paper studies the evaluation method of urban comprehensive disaster-prevention ability,and guides the planning and construction of urban comprehensive disaster-prevention through the evaluation results,in order to improve the urban comprehensive disaster-prevention ability.In the full study of the development of the urban comprehensive disaster-prevention and construction methods in America,Japan and China’s Taiwan disaster-prevention for the construction of the precaution living perimeter theory and practical experience,on the basis of the analysis summary urban comprehensive disaster-prevention in China’s mainland are faced with the problem,and from the United States,Japan and China’s Taiwan area of urban comprehensive disaster-prevention practice experience to learn the method,in order to improve the ability of urban comprehensive disaster-prevention in our country.Based on the actual situation of building community living perimeter in China,this paper studies the construction of urban precaution living perimeter based on community living perimeter.Based on the community living perimeter of the urban space hierarchy,facilities and land layout for reference,combining territorial spatial planning and the Urban Comprehensive Disaster-Prevention Planning Standard for urban comprehensive disaster-prevention requirements,clear the city size and in different stages after a disaster affected residents on the basis of the actual demand,construction the urban precaution living perimeter,divides the level of precaution living perimeter,clear the service radius,service scale,the domain boundaries and facilities of all levels precaution living perimeter,lays the foundation for the construction of urban comprehensive disaster-prevention evaluation system.Based on the urban precaution living perimeter to construct the urban comprehensive disaster-prevention evaluation system.Twenty influencing factors of cities’ comprehensive disaster-prevention capacity were selected as evaluation indexes from four aspects of disaster prevention and relief roads,disaster prevention shelters,emergency facilities and emergency command,and the urban comprehensive disaster-prevention evaluation system was constructed.Based on the actual demand of affected residents for different levels of precaution living perimeter,on the basis of the demand by the Delphi method and analytic hierarchy process(ahp)to determine the triple precaution living perimeter assessment index weight,and in the study of relevant standards and relevant research results at home and abroad on the basis of giving the evaluation indicators of quantitative evaluation standard,and according to the comprehensive evaluation standard of urban comprehensive disaster-prevention ability evaluation conclusions,putforward suggestions on the rectification common problems of urban comprehensive disaster-prevention in China,and takes Heihe City as an example to verify the effectiveness of urban comprehensive disaster-prevention evaluation system.The urban comprehensive disaster-prevention evaluation system constructed in this study evaluates the urban comprehensive disaster-prevention capability from three levels of community,region and city respectively,so as to achieve overall planning and hierarchical transmission,and better guide the research of urban comprehensive disaster-prevention in territorial spatial planning.The research method and urban comprehensive disaster-prevention evaluation system can provide reference for other cities’ comprehensive disaster-prevention. |
